Hahamongna Watershed Park (HWP) consists of approximately 1300-acres of open space that extends from Devil’s Gate Dam north and into the Arroyo Seco Canyon, on the northwestern edge of the city. After many years of planning and community involvement, the Hahamongna Watershed Park Master Plan was adopted to establish a visionary framework for recreation, water resources, flood management, habitat restoration and cultural resources in this area. HWP is managed and maintained by the Department of Public Works, Parks and Natural Resources Division.

In 2005 the city purchased an additional 30 acres of land adjacent to Hahamongna Watershed Park, currently referred to as Hahamongna Annex. This land had previously been owned by the Metropolitan Water District of Southern California (MWD). The land was purchased with the stipulation that future uses of this property must support open space and recreation. With community input, the city is currently developing a plan that provides a vision for the future of this property that will be integrated into the existing Hahamongna Master Plan.  This is an on going public process that includes community input from many stakeholders. The Annex property includes equestrian facilities, oak woodlands and facilities with the potential for a future environmental education center. Portions of the site are leased to four different tenants, including the Los Angeles County Fire Department and three separate equestrian based organizations.  Learn more about each, below.  The advisory body overseeing the planning process for the Annex is the Hahamongna Watershed Park Advisory Committee (HWPAC). The HWPAC meetings provide an opportunity for the public to obtain information on the planning process and submit public comment. Meeting information is provided below.  The city has also had assistance from the National Park Service – Rivers, Trails and Conservation Assistance Program (RTCA) during this planning process.    

Developing the plan for the Hahamongna Annex is an on going public process. This process has included an open house to give the public an opportunity to view the property, a day-long design charette with professionals and community members from a wide range of backgrounds, numerous public meetings as well as meetings with individual stakeholders. In addition, written public comments can be submitted directly to city staff.  As a result of this process the Draft Hahamongna Watershed Park Annex Plan was conceptually approved by city council on April 19, 2007.  The city is in the process of refining this plan to present a final plan to the public for review.

Updates:

  • City staff is in ongoing negotiations with current tenants of the Annex property to develop new lease agreements and operating agreements with each tenant.

  • City staff is preparing the draft Amendement to the Hahamongna Watershed Park Master Plan, which will outline the recommendations for the future of the Hahamonga Annex.  The appropriate environmental document is also being prepared on the draft plan amendment.  The draft plan will consider all the community input to date including comments received by the HWPAC and the community on the presentation by staff at the community meeting on April 3, 2008. The April 3rd presentation included information regarding site capacity recommendations, parking needs and circulation, fire and building code compliance, capacity and reuse of existing buildings, use of open space and equestrian facilities, native habitat restoration, recreational and educational programs and public access.  
  • Pasadena City College Environmental Studies Department has been granted a temporary permit to conduct classes in an outdoor area of the annex until June 2009. They are currently gearing up for the fall semester. They are completely self sufficient and provide all their own supplies and materials. Approximately 200 students will use the Arroyo as their living classroom to study water quality, species diversity, basic biology and organic gardening, with typically not more than 40 students on site at any one time.
