Final EIR with Statement of Overriding Considerations, Specific Plan Amendment and Zone Change approved by City Council on April 29, 2002.  Concept Design approved on May 28, 2002.  City Council approved DDA on June 3, 2002.  Final Design Review approved on December 9, 2002.  Final Art Plan approved on September 10, 2003.  Sign Exception approved December 17, 2003.
